Deputy Director of HR, Finance, Budget & Grants

The DeKalb County District Attorney’s Office is currently accepting applications for a Deputy Director of HR, Finance, Budget & Grants. The Deputy Director supports the Director in all facets of human resources and budget operations. Duties include, but are not limited to, management of department budget; monitoring expenditures against approved budget; establishing funding lines in accordance with applicable policies; developing and implementing budget controls; and preparing and submitting related reports and documentation. Managing procurement activities for the department, including services, supplies, equipment, and materials; ensuring all procurement activities are in compliance with local, state and federal procurement rules and regulations.

Manages department accounts payable and receivable functions; reviews and approves vendor invoices; processes and approves journal entries; reviews p-card reports; establishes and implements internal controls for vendor contracts and purchase card usage; completes check receipts; ensures accurate record keeping of revenues; and maintains related documentation; processes witness travel and employee travel reimbursements.

Serves as departmental human resources liaison; assists with pre-employment procedures and on-boarding activities; processes documentation pertaining to personnel/payroll functions; Assists in developing and implementing guidelines for employee transactions, such as hires, promotions, transfers, and terminations; and other duties as assigned. Maintains confidentiality while performing job duties.

Qualifications/Requirements:

Bachelor’s Degree in Business, Accounting, Public Administration or related field; supplemented by five years of progressively responsible experience in budget development and administration in a municipal setting, to include lead or supervisory experience and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Knowledge/Skills/Abilities:

The successful candidate must possess a strong financial or accounting background; excellent communication skills, both oral and written; ability to provide quality customer service; critical thinking skills; organizational and time management proficiency; ability to multi-task, meet time sensitive deadlines, handle a high volume of work assignments with a dedication to producing quality work product; and ability to be self-directed. Oracle experience is preferred.
