Chief Investigator
Position Summary:
The Chief Investigator leads and manages the investigative division of the Cobb County Solicitor General’s Office, overseeing a team of seven investigators. This senior-level position combines supervisory, administrative, and operational responsibilities to ensure effective investigative support for the prosecution of misdemeanor cases. The Chief Investigator works closely with leadership, courtroom teams, law enforcement agencies, and county departments to promote justice, efficiency, and public safety.
Key Responsibilities:
Leadership & Supervision
• Supervise, train, evaluate, and support seven investigators.
• Assign daily duties, courtroom coverage, and special projects.
• Conduct daily team briefings and collaborate with the Assistant Chief Investigator.
Operations & Administration
• Manage team schedules, Kronos timekeeping, POST training hours, and compliance with training requirements.
• Oversee fleet vehicle maintenance and office equipment.
• Serve as the Office Administrator for Records Management, Video Systems, and onboarding/offboarding coordination.
• Participate in the department’s budgeting and procurement processes.
Investigative Support
• Oversee case file preparation, subpoena service, criminal history checks, and evidence coordination, with special attention to domestic violence cases.
• Maintain relationships with WellStar and other agencies to coordinate medical records and subpoena service.
• Serve as liaison to IT, law enforcement, and partner agencies for investigations, security, and records access.
Compliance & Security
• Act as the Terminal Agency Coordinator (TAC) for GCIC, managing all GCIC-related policies, audits, background checks, and staff certifications.
• Ensure data security, access control, and maintenance of personnel records.
• Coordinate with HR on all new hire background checks, fingerprinting, and training setup.
Technology & Interagency Coordination
• Attend county-wide ITS meetings; report and follow up on technology issues.
• Serve as point of contact for GBI, CCPD, CCSO, and municipal law enforcement systems for terminal access and record platforms.
• Lead technology-based initiatives related to video systems, terminals, and internal communication.
Community Engagement & Support
• Provide security and transportation support to the Solicitor General and executive staff for court and community events.
• Support public safety initiatives through partnerships with external agencies and public education efforts.
Minimum Qualifications:
• Bachelor’s degree in Criminal Justice or related field (or equivalent experience).
• Minimum 7 years of investigative experience, including 3 years in a supervisory role.
• GCIC/NCIC certification and POST compliance.
• Proven leadership, organizational, and interpersonal skills.
• Familiarity with local, state, and federal criminal justice systems.
• Proficiency in Microsoft Office, case management systems, and law enforcement databases.
• Valid Georgia driver’s license; must pass background and fingerprint check.
Preferred Qualifications:
- 10+ years of progressive investigative experience, preferably within a prosecuting attorney’s office or other criminal justice agency.
- Prior leadership or command-level experience supervising a mid-to-large team of sworn or certified law enforcement investigators.
- Experience managing complex investigations, including domestic violence, sexual assault, financial crimes, or organized crime cases.
- Strong working knowledge of Georgia criminal procedure, evidence rules, and courtroom operations in misdemeanor and felony settings.
- Demonstrated success managing law enforcement technology platforms such as Axon, RMS, GCIC terminals, and digital evidence portals.
- Proven ability to coordinate across multiple agencies, including police departments, sheriff’s offices, state agencies, and healthcare providers.
- Prior experience serving as a Terminal Agency Coordinator (TAC) or leading compliance efforts related to GCIC/NCIC systems.
- Background in policy development, training design, performance evaluation, and strategic planning within a law enforcement or prosecutorial setting.
- Experience supporting executive protection or high-level public officials in security logistics, especially in courtroom and public settings.
- Strong professional network within Georgia’s criminal justice system.
