Most massage parlors where human trafficking (through prostitution) occurs are located in strip malls. Those strip malls are often owned by corporations and persons who may be totally unaware that women are being trafficked on their property. Many of those massage parlors have online reviews that describe in coded detail exactly what sexual services can be purchased there and the prices. Many of the crimes associated with prostitution are “acts of racketeering activity” under the Georgia RICO.
By providing copies of those reviews of prostitution going on at the specific massage parlor to the strip mall owner and informing them of the possibility of forfeiture of their strip mall (as well as informing them of their potential eviction remedies under nuisance law), the hope is that most of the illegal activities will end. Should human trafficking continue after notice, the State can then use the RICO Act to forfeit the property, terminate the leases, and end the trafficking as well as providing services to the victim at the time of the seizure.
This training will teach the basics of how the process works, as well as, how the Georgia RICO Act can be an effective tool for ending this form of human trafficking in our state.
